He graduated from the Music Academy of Ukraine and "Atelier Liryque" Opera National de Paris. Oleksiy was among the 5 finalists of the prestigious"BBC Singer of The World" singers competition.

Palchykov's Ottavio,whose forceful, virile approach to the character's music was supported by a very solid technique: singing the long florid phrases of 'II mio tesoro' in one breath is already quite remarkable; doing so without scaling down the volume and whitening' the tone for ease of manoeuvre is a rare technical feat, here put at the service of convincing characterization.
